It is not difficult for me to imagine a city like Gotham. Rampant crime, corrupt, inept police and city officials, complete lack of basic infrastructure, food deserts in parts of the city from every business moving out, gangs, roving fentanyl zombies, etc. It's easy to imagine because, without getting too specific, the city I reside in is the crime capital of our state. The high school I attended is the poorest in the poorest district in the state. The East side of our city is a food desert because crime and theft in that area grew too rampant.

When exploring internships, I spent a day helping people from the parks department clean up used syringes under the bridges around town. They did not have proper receptacles for the needles, so they stuck them in used liquor bottles they found on the side of the tracks. Some were so jaded they didn't wear gloves, and one informed me that they also sometimes had issues with deranged homeless people trying to assault them. Also, the homeless camps go to war with each other occasionally, like tribes, and they try to set the other camp on fire. It's well known that the town was once mob-run, and I think it probably still is.

I live in one of the better parts of the city, but I'm directly downhill from Arkham Asylum, so there's that. You never know when Harvey Dent or Victor Zsasz will escape from there. Depending on what they have going on, they may believe they emerged from a comic book. They might also possibly be butt naked wearing a sombrero, hiding in the bushes. This actually happened, and as you might guess, wearing a big-ass sombrero adversely affects your ability to remain unseen by hospital police.
